Use of ICT & Media Policy

1.         Purpose and Philosophy

Tupou College provides a high-speed, high standard ICT environment to empower students and staff in their pursuit of the Toloa values. This policy balances the freedom of “unlimited access” with the responsibility of Stewardship and Respect for digital resources.

2.         Infrastructure Overview

  • Campus Connectivity: High-speed Wi-Fi across all academic and boarding zones.
  • Digital Library: Equipped with fixed PCs and a fleet of checkout laptops for research.
  • Student Hub (Planned): A central facility for all student support, including high-volume printing and technical help.
  • Learning Centre (Current): Temporary central point for student printing and digital tutoring.

3.         Student Access & Internet Protocols

To ensure students prioritize rest and supervised study, the following access windows apply:

3.1.        Acceptable Use

  • Research for NESA (TCI), TVET, and National curriculum.
  • Accessing the TCT-MIS Student Portal for grades and attendance.
  • Communication with family (designated hours).
  • Digital literacy projects and coding.

3.2.        Prohibited Use

  • Cyberbullying: Using media to shame, mock, or harass any student or staff member.
  • Bypassing Security: Use of VPNs or proxies to bypass school filters.
  • Gaming & Entertainment: High-bandwidth streaming or gaming that is not part of a curriculum requirement.
  • Illegal Content: Accessing or sharing adult content, pirated software, or hate speech.

4.         Digital Library & Device Stewardship

The Digital Library is a “Silent Research Zone.”

  1. PC Usage: Fixed PCs are for academic research only. Time limits may apply during peak hours.
  2. Laptop Loans: Laptops must be signed out via the Library loan registry. Any damage must be reported immediately.
  3. No Food/Drink: Strictly prohibited near any ICT hardware.

5.         Printing & Support Services (The Student Hub)

  • Current Practice: All printing is currently routed through the Learning Centre. Students must provide their unique TCT-MIS ID to release print jobs.
  • The Student Hub (Future): Once operational, the Hub will serve as the “One-Stop Shop” for:
    • Self-service printing and binding.
    • IT Troubleshooting (The “Genius Bar” for student devices).
    • Resource checkout (Cables, chargers, cameras).

6.         Media & Digital Privacy

In alignment with our Confidentiality Policy, the following rules apply to Media:

  • Photography: Students may not take photos or videos of others without explicit consent.
  • Tupou College Branding: The college crest and name must not be used on private social media accounts to post content that brings the school into disrepute.
  • “No Shaming” Policy: Posting photos of students in “Punishment Duties” or in vulnerable states is a Level 3 Incident.

7.         Monitoring and Compliance

7.1.        Network Monitoring

The ICT Division monitors bandwidth usage and site access. While internet is “unlimited,” it is not unmonitored. Any red-flagged sites trigger an automated alert to the Deputy Admin.

7.2.        Incident Handling

Any breach of this policy will be logged in the Unified Incident Register and handled as follows:

  • Minor Breach: Temporary suspension of Wi-Fi credentials (1–3 days).
  • Major Breach: Permanent loss of personal device privileges and referral to the  Head Tutor.

7.3.        Procedure for Reporting Faults

Staff and students must log all ICT faults (Wi-Fi dead zones, hardware failure) via the Online Support Services Portal. The ICT team is mandated to respond to “High Priority” academic tickets within 4 hours.

8.         Policy Review

This policy shall be reviewed annually by the ICT Manager and the Deputy Principal Admin to ensure it keeps pace with technological advancements and NESA/FWCT requirements.
